Démolition d’une construction illégale au quartier CHARVEIN

Au sein du périmètre de l’Opération d’Intérêt Nation « Charvein », un édifice est actuellement en cours de construction. Cette construction a été initiée sans autorisation ni droit d’occupation ou de construction sur un foncier de propriété Etat et menace le bon déroulement du projet urbain de l’OIN en cours d’élaboration.

L’EPFA Guyane a donc alerté sur l’impact de cette construction vis-à-vis des projets du territoire.

Un arrêté de démolition est en cours à la signature du préfet.
L’EPFA Guyane se prépare pour l’opération de démolition dans les semaines à venir.

Une démarche de terrain a été réalisée par l’EPFA Guyane, au mois d’août 2021 accompagné du service de proximité de la ville de Mana, afin de prendre contact avec la population résidante au sein du périmètre OIN 21 Charvein et d’échanger avec eux sur les orientations d’aménagement projetées.

Cette étude visait à identifier les particularités et les singularités de l'appropriation du sol à Charvein pour engager un dialogue concret avec les ménages occupants et apporter des solutions réelles en matière de sécurisation foncière au moment de la phase opérationnelle.

Depuis Février 2022 des enquêtes sociales et bâti sont actuellement en cours de réalisation à Charvein par l’Association Nationale des Compagnons Bâtisseurs et en partenariat avec la Ville de Mana afin de réaliser un diagnostic de l’existant et d’évaluer les conditions de restructuration foncière.

Le respect des modes d’habiter à Charvein étant un enjeu primordial pour l’aménagement de l’OIN, il est d’importance d’échanger le plus tôt possible avec les habitants du secteur avant d’évaluer de manière exhaustive leur situation administrative, foncière, économique et leur positionnement par rapport aux futurs projets.

Enfin, la labellisation EcoQuartier étant souhaitée au sein du projet, une attention particulière a été portée sur l’analyse des pratiques existantes, la démarche de co-construction et sur l’acceptabilité du projet, afin de rechercher une certaine compatibilité avec les indicateurs de la charte EcoQuartier.

A field approach was carried out by the EPFA French Guiana, in August 2021 accompanied by the local service of the city of Mana, in order to make contact with the resident population within the OIN 21 Charvein perimeter and to exchange with them on the proposed development orientations.

This study aimed to identify the particularities and singularities of land appropriation in Charvein in order to engage in a concrete dialogue with the occupying households and provide real solutions in terms of land tenure security during the operational phase.

Since February 2022, social and built surveys are currently being carried out in Charvein by the National Association of Compagnons Bâtisseurs and in partnership with the City of Mana in order to carry out a diagnosis of the existing situation and to assess the conditions for land restructuring. .

Respect for the ways of living in Charvein being a key issue for the development of the OIN, it is important to discuss as soon as possible with the inhabitants of the sector before evaluating their administrative situation in an exhaustive manner, land, economic and their positioning in relation to future projects.

Finally, the EcoQuartier label being desired within the project, particular attention was paid to the analysis of existing practices, the co-construction approach and the acceptability of the project, in order to seek a certain compatibility with the indicators of the EcoQuartier charter.
