Appel à projets : Stratégie de lutte contre la pauvreté

La stratégie nationale de lutte contre la pauvreté, initiée en 2019, vise à soutenir les personnes les plus touchées par la précarité et à éviter que la pauvreté ne se transmette de génération en génération.

Cette stratégie mobilise :
• des mesures nationales telles que l’obligation de formation des 16-18 ans, le dispositif des petits déjeuners gratuits à l’école ou encore le contrat d’engagement jeune-jeunes en rupture (CEJ JER) applicables en Guyane ;
• un volet territorial formalisé par un accord contractuel entre l’État et la Collectivité Territoriale de Guyane et un cofinancement paritaire, permettant le déploiement d’actions en prise directe avec les problématiques des ménages guyanais en situation de précarité (orientation et accompagnement des BRSA, accueil social inconditionnel de proximité, prévention des sorties sèches de l’ASE) et en considérant également les contraintes spécifiques à notre territoire (fonctionnement en continu des internats, soutien à la parentalité...).

Pour tenir compte de l’intensité des phénomènes de précarité rencontrés en Guyane, susciter et soutenir des actions visant à lutter contre les conséquences sociales de la pauvreté sous toutes ses formes et prévenir les risques de reproduction générationnelle, la préfecture de Guyane lance un appel à projet lutte contre la pauvreté.

Innovants et/ou structurants, s’inscrivant dans une optique de rééquilibrage territorial des équipements et services, les projets devront répondre aux trois thématiques suivantes : Accès aux biens essentiels - Accès aux droits et aller vers - Insertion sociale et professionnelle.

The national poverty reduction strategy, initiated in 2019, aims to support the people most affected by precariousness and to prevent poverty from being passed on from generation to generation.

This strategy mobilizes:
• national measures such as the obligation of training for 16-18 year olds, the free breakfast scheme at school or the young-young people in rupture contract (CEJ JER) applicable in French Guiana;
• a territorial component formalized by a contractual agreement between the State and the Territorial Collectivity of French Guiana and joint co-financing, allowing the deployment of actions in direct contact with the problems of Guyanese households in precarious situations (orientation and support of BRSA , unconditional social reception of proximity, prevention of dry exits from the ASE) and also considering the constraints specific to our territory (continuous operation of boarding schools, support for parenthood, etc.).

To take into account the intensity of the phenomena of precariousness encountered in French Guiana, to encourage and support actions aimed at combating the social consequences of poverty in all its forms and to prevent the risks of generational reproduction, the prefecture of French Guiana is calling on anti-poverty project.

Innovative and/or structuring, as part of a territorial rebalancing of equipment and services, the projects must respond to the following three themes: Access to essential goods - Access to rights and moving towards - Social and professional integration.
