Evacuations dans la zone du lieu-dit « Carrières de Baduel »

La Préfecture de Guyane a procédé le jeudi 24 mars 2022, au matin, à une opération d’évacuation d'habitations illégales (i.e. habitations de personnes installées sans droit ni titre) sur des parcelles appartenant à la Collectivité Territoriale de Guyane (CTG). Cette opération, qui intervient suite aux pluies diluviennes des derniers jours et suite aux risques qu’elles ont entraînés, s’inscrit dans la continuité de la procédure judiciaire engagée par la CTG depuis 2018.

34 familles, informées depuis plusieurs mois lors d’une enquête sociale de la nécessité impérieuse de quitter la zone du lieu-dit « Carrières de Baduel », ont été évacuées. En effet, la zone a été classée en zone à risque de glissement de terrain par le Bureau de Recherches Géologiques et Minières (BRGM), un risque accentué ces dernières semaines par la pluviométrie record sur le territoire.

La CTG tient à saluer le travail des autorités et des acteurs terrain : les opérations soigneusement organisées en amont se sont déroulées sans heurt.

Gabriel Serville, président de la CTG, remercie ainsi toutes celles et ceux qui ont rendu possible la réussite de cette action : Préfecture, mairie de Cayenne, polices nationale et municipale, SDIS 973, Croix Rouge, Consulat d’Haïti, Samu Social, comités et associations citoyennes, radios locales, etc.

Le Président Gabriel Serville a également souhaité aller plus loin :
« Nous ne pouvons prendre plus longtemps le risque d'une catastrophe humaine et devons à tout prix éviter un drame identique à celui du drame de Cabassou. Il ne s’agit plus uniquement désormais de risques sanitaires, sociaux, légaux face à la prolifération de ces habitations spontanées mais bien de vies humaines en danger face à un péril imminent. A présent, au-delà de cette opération, il faut poursuivre la réflexion de façon globale avec les services de l’Etat, les Consulats, les associations : il n’est pas normal que des femmes, des hommes, des enfants continuent de vivre dans des conditions aussi insalubres. La question de l’immigration irrégulière en Guyane doit être posée de façon claire et définitive afin que nous puissions agir avec humanité et fermeté. Nous ne pouvons plus accepter des arrivées irrégulières massives en Guyane car nos collectivités déjà financièrement exsangues parviennent à peine à répondre aux demandes formulées par les personnes déjà présentes sur le territoire. » s’est exprimé Gabriel Serville, président de la CTG.

The Prefecture of French Guiana proceeded on Thursday, March 24, 2022, in the morning, to an operation to evacuate illegal dwellings (ie dwellings of people installed without right or title) on plots belonging to the Territorial Collectivity of French Guiana (CTG ). 34 families, informed for several months during a social inquiry of the urgent need to leave the area of the place called "Carrières de Baduel", have been evacuated. The CTG would like to salute the work of the authorities and the actors on the ground: the operations carefully organized upstream went smoothly.

Gabriel Serville, president of the CTG, thanks all those who made the success of this action possible: Prefecture, Cayenne town hall, national and municipal police, SDIS 973, Red Cross, Consulate of Haiti, Samu Social, committees and civic associations, local radio stations, etc.

President Gabriel Serville also wanted to go further:
“We can no longer take the risk of a human catastrophe and must at all costs avoid a drama identical to that of the drama of Cabassou. It is no longer just a question of health, social and legal risks in the face of the proliferation of these spontaneous dwellings, but of human lives in danger in the face of imminent danger. Now, beyond this operation, we must pursue the reflection in a global way with the services of the State, the Consulates, the associations: it is not normal that women, men, children continue to live in such unsanitary conditions. The question of irregular immigration in French Guiana must be posed in a clear and definitive way so that we can act with humanity and firmness. We can no longer accept massive irregular arrivals in French Guiana because our already financially drained communities are barely able to meet the demands made by people already present in the territory." said Gabriel Serville, president of the CTG.
