Retour sur le séminaire des élus

Les élus de Guyane, se sont rassemblés dans le cadre d’un séminaire de travail, le samedi 30 octobre 2021, au siège de la CTG, avec les représentants des chambres consulaires et les membres de la société civile.

Ensemble, les participants à ce séminaire :

Considérant la nécessité en cette période anxiogène de s’entendre sur l’essentiel et de faire front commun contre la pandémie plutôt que d’opposer vaccinés et non-vaccinés ;

Considérant la fragilité du système de soins en Guyane, s’agissant particulièrement des communes isolées et enclavées, ainsi que le manque de personnel soignant, prenant en considération les impacts, déjà constatés de la crise sur le tissu sanitaire local (départs massifs d’étudiants et de personnels des secteurs médical, paramédical, social et médico-social) ;

Considérant les graves dommages causés à l’économie du territoire par une période ininterrompue de 17 mois de restrictions de la capacité d’aller et venir de la clientèle potentielle ;

Appellent le gouvernement à agir d’urgence en faveur d’un renforcement de l’offre de soins, en particulier dans le secteur hospitalier public ;

Soulignent que, dans ce contexte de pénurie de personnels qualifiés, l’application de mesures conduisant à exclure de leurs fonctions des personnels visés à l’article 12 de la loi du 5 août 2021, en capacité de travailler, constitue un danger pour le maintien du système de santé local déjà disparate et défaillant et, par suite, une menace pour l’économie ;

Demandent à l’Etat et aux partenaires sociaux de préserver les conditions d’une activité économique, culturelle, sportive et de loisirs normale, en recourant en tant que de besoin à un protocole sanitaire adapté, afin d’éviter les conséquences sociales potentielles d’une vague massive de disparition d’entreprises ;

Appellent en conséquence l’ensemble de la population à lutter contre la propagation du virus de la COVID-19, en utilisant selon sa conviction et avec rigueur les protocoles identifiés comme efficaces, à savoir, entre autres :
- les gestes barrière
- la pratique régulière des tests
- la vaccination
- les traitements

Affirment la primauté du libre-choix et l’importance d’une approche pédagogique pour accompagner la démarche vaccinale notamment en direction des personnes à risque (facteurs de comorbidité).

The elected representatives of French Guiana gathered for a working seminar on Saturday, October 30, 2021, at the headquarters of the CTG, with representatives of the consular chambers and members of civil society.

Together, the participants in this seminar:

Considering the need in this anxiety-provoking period to agree on the essentials and to stand together against the pandemic rather than opposing the vaccinated and the unvaccinated;

Considering the fragility of the healthcare system in French Guiana, particularly in isolated and landlocked municipalities, as well as the lack of healthcare staff, taking into account the impacts, already noted of the crisis on the local health fabric (massive departures of students and staff from the medical, paramedical, social and medico-social sectors);

Considering the serious damage caused to the economy of the territory by an uninterrupted period of 17 months of restrictions on the capacity to come and go of potential customers;

Call on the government to act urgently in favor of strengthening the supply of care, in particular in the public hospital sector;

Underline that, in this context of a shortage of qualified personnel, the application of measures leading to the exclusion from their functions of personnel referred to in article 12 of the law of 5 August 2021, capable of working, constitutes a danger for the maintenance of the already disparate and failing local health system and hence a threat to the economy;

Ask the State and the social partners to preserve the conditions for a normal economic, cultural, sporting and leisure activity, by resorting as necessary to an adapted health protocol, in order to avoid the potential social consequences of a massive wave of business disappearances;

Consequently call on the entire population to fight against the spread of the COVID-19 virus, using according to its conviction and with rigor the protocols identified as effective, namely, among others:
- barrier gestures
- regular testing
- the vaccination
- treatments

Affirm the primacy of free choice and the importance of an educational approach to support the vaccination process, especially for people at risk (co-morbidity factors).
