Gabriel Serville livre son analyse devant la commission du Sénat

Le président de la Collectivité Territoriale de Guyane (CTG), Gabriel Serville, a participé ce jeudi 14 octobre 2021 à une visioconférence organisée par le Sénat avec pour objectif d’échanger sur la gestion de la crise sanitaire en Guyane en présence de Stéphane Artano, vice-président du Sénat, Roger Karoutchi, rapporteur de la commission, Thierry Quéffelec, préfet de région, Carine Sinaï, présidente de la CCIG et le Professeur Félix Djossou, président de la commission médicale d’établissement du Centre Hospitalier Andrée Rosemon de Cayenne.

Dans le cadre de la mission commune d’information destinée à évaluer les effets des mesures prises ou envisagées en matière de confinement ou de restrictions d’activités, une audition sous format table-ronde, a été consacrée à la situation liée à la crise épidémique en Guyane, tant au plan sanitaire qu’au plan économique et social, et aux réponses apportées par les pouvoirs publics. L’audition a été organisée et conduite par le rapporteur Roger Karoutchi.

« Cette table ronde m’offre l’opportunité de m’exprimer sur un sujet sensible qui divise. La Guyane se trouve dans une situation difficile mais une amélioration semble être observée avec un recul du taux d’incidence. Au vu des chiffres et de nos réalités, il est apparu clair que nous ne pouvons pas gérer la crise sanitaire de la même manière que dans l’Hexagone. C’est en ce sens que j’ai proposé la création d’un Comité Citoyen pour la Transparence et que je demande un moratoire, comme aux Antilles, sur l’obligation vaccinale des soignants. La loi n’est pas applicable en l’état en Guyane, il faut se concerter, dialoguer et trouver des solutions moins contraignantes, acceptées par tous » a indiqué Gabriel Serville, président de la Collectivité Territoriale de Guyane.

Le président de la CTG a également insisté sur la nécessité de renouveler les efforts qui ont été faits dans le domaine de la communication, avec pour objectif de cibler l’effort sur les publics en langue allophone.

S’agissant de l’application de la loi du 5 août 2021 et de l’obligation vaccinale, le chef de l’Exécutif a exprimé son incompréhension du traitement différent des Antilles et de la Guyane en termes d’assouplissement des modalités d’application aux personnels soignants. Le président de la CTG a aussi rappelé son attachement à ce que les éventuelles sanctions soient traitées dans le cadre de la mise en place d’un plan de contrôle qui devra être discuté avec les autorités sanitaires et les organisations syndicales.

Par ailleurs, Gabriel Serville a apporté son soutien aux socioprofessionnels, en soulignant comme la présidente de la CCI, la nécessité de prévoir un accompagnement de sortie pour les secteurs les plus exposés.

Enfin, le président de la CTG a rappelé que dans le contexte d’une suppression de la gratuité des tests PCR, il était nécessaire d’obtenir un accompagnement des autorités nationales pour l’acquisition de tests antigéniques.

« Je suis attentif à préserver la cohésion du territoire et éviter que les Guyanais ne soient conduits à se dresser les uns contre les autres » a-t-il conclu.

Enfin, le président a tenu a exprimé sa reconnaissance à la Région Ile-de-France, interpellée lors du Congrès des Régions de France, auprès de laquelle il a obtenu une aide d’urgence, en direction de l’hôpital de Cayenne, à hauteur de 25 respirateurs qui arriveront en Guyane ce week-end.

As part of the joint information mission intended to assess the effects of measures taken or envisaged in terms of containment or activity restrictions, a round-table hearing was devoted to the situation linked to the epidemic crisis. in French Guiana, both in terms of health, economic and social issues, and the responses provided by the public authorities. The hearing was organized and conducted by rapporteur Roger Karoutchi.

"This round table gives me the opportunity to express myself on a sensitive subject that divides. French Guiana is in a difficult situation but an improvement seems to be observed with a decline in the incidence rate. In view of the figures and our realities, it has become clear that we cannot manage the health crisis in the same way as in France. It is in this sense that I proposed the creation of a Citizen's Committee for Transparency and that I am asking for a moratorium, as in the West Indies, on the obligation to vaccinate caregivers. The law is not applicable in the state in French Guiana, it is necessary to consult together, to dialogue and to find less restrictive solutions, accepted by all " indicated Gabriel Serville, president of the Territorial Collectivity of French Guiana.

The president of the CTG also insisted on the need to renew the efforts that have been made in the field of communication, with the aim of targeting the effort on allophone audiences.

Regarding the application of the law of August 5, 2021 and the vaccination obligation, the Chief Executive expressed his incomprehension of the different treatment of the Antilles and French Guiana in terms of relaxation of the modalities of application to nursing staff. The president of the CTG also reiterated his attachment to ensuring that any sanctions are dealt with as part of the establishment of a control plan which will have to be discussed with the health authorities and trade unions.

In addition, Gabriel Serville provided support to socio-professionals, stressing like the president of the CCI, the need to provide exit support for the most exposed sectors.

Finally, the president of the CTG recalled that in the context of the abolition of free PCR tests, it was necessary to obtain support from the national authorities for the acquisition of antigenic tests.

"I am careful to preserve the cohesion of the territory and prevent the Guianese from being led to stand up against each other" he concluded.

Finally, the president expressed his gratitude to the Ile-de-France Region, questioned during the Congress of Regions of France, from which he obtained emergency aid, in the direction of the Cayenne hospital, in height of 25 respirators which will arrive in French Guiana this weekend.
