L'huître de mangrove de Montsinery : une ressource à valoriser

Afin de valoriser la filière de l'huître de mangrove, l'OFB et la mairie de Montsinery-Tonnegrandre (Guyane française) ont signé ce mercredi 28 avril une convention de partenariat. Pierre Dubreuil, directeur général de l'OFB, a participé (en visioconférence) à la signature de la convention aux côtés de Patrick Lecante, maire de la commune.

La cueillette de l'huître de palétuvier (ou huître creuse) est une activité très ancienne sur la commune de Montsinery-Tonnegrande, et ce, au point de figurer sur le blason de la commune. La rivière Montsinery est la seule en Guyane peuplée de l'huître de mangrove Cassostrea gasar. L'huître serait arrivée dans cet estuaire depuis l'Afrique par les bateaux de marchandise débarquant à Montsinery.

Depuis 2010, la commune a lancé plusieurs initiatives en vue de développer une véritable filière « huître de mangrove » :

formation de stagiaires et organisation d'un voyage d'étude au Brésil en 2014 ;
réalisation d'une étude complète pour définir l'ensemble des conditions économiques, techniques et sanitaires permettant la création de la filière ostréicole (2015-2017) ;
classement sanitaire provisoire des masses d'eau par les services de l'Etat.

Ce travail a permis de démontrer l'intérêt de développer une activité ostréicole à condition d'encadrer rapidement les prélèvements sauvages et d'engager une phase expérimentale permettant de localiser précisément les zones de captage du naissain, tester les techniques de grossissement, installer un centre de transport agréé et réaliser les procédures d'autorisation.

Depuis fin 2019, une équipe de l'Office français de la biodiversité (OFB) accompagne des projets de développement économique pour et par la biodiversité. Pour démontrer par l'exemple qu'économie et biodiversité peuvent être compatibles, le nouveau dispositif « ingénierie de projet, économie et biodiversité » a été doté de quatre personnes et est localisée à Cayenne (Guyane française). De compétence nationale, elle a pour mission d'appuyer la mise en œuvre d'actions concrètes pour un développement économique par la biodiversité et en faveur de celle-ci. Cette équipe s'est donc rapidement intéressée à ce projet dès son installation à Cayenne.

L'huître de mangrove de Montsinery : une ressource en danger

L'huître fait l'objet d'un prélèvement, essentiellement pour les fêtes de fin d'année, de plus en plus important, ce qui se traduit, au dire des acteurs locaux, par des populations d'huître en déclin.

L'enjeu est donc de préserver à la fois le milieu et la ressource tout en valorisant le potentiel de cette huître. C'est sur la base de ce constat que la Mairie de Montsinery-Tonnegrande et l'OFB ont choisi de travailler ensemble pour mettre en œuvre ce projet ambitieux alliant développement économique et préservation de la biodiversité.

La coopération Mairie - OFB

La coopération OFB-Mairie a permis dès 2020 de préciser les besoins en matière de financements, d'initier la remobilisation des partenaires (institutionnels, académiques, scientifiques) et d'élaborer un cadre logique d'actions pour la période 2021-2023 portant sur les différents volets du projet.

La formalisation de ce partenariat par la signature de cette convention de coopération publique-publique entre la commune guyanaise et l'OFB a pour objectif de créer une filière de valorisation des huîtres de mangrove. Cette coopération est basée sur une exploitation durable des gisements sauvages et une activité d'élevage (ostréiculture) tout en ayant des objectifs ambitieux en matière de préservation du milieu, de développement économique endogène d'un territoire rural tout en garantissant des conditions sanitaires optimales pour le consommateur.

Ce partenariat amène notamment l'OFB à mobiliser les agents de l'équipe « ingénierie de projet, économie et biodiversité » pour appuyer la mairie dans ses démarches de mobilisation des partenaires, de recherche de financements et ses communications tant internes qu'externes vis-à-vis du projet.

In order to promote the mangrove oyster sector, the OFB and the town hall of Montsinery-Tonnegrandre (French Guiana) signed a partnership agreement on Wednesday April 28. Pierre Dubreuil, general manager of the OFB, participated (by videoconference) in the signing of the agreement alongside Patrick Lecante, mayor of the municipality.

Picking the mangrove oyster (or cupped oyster) is a very old activity in the town of Montsinery-Tonnegrande, to the point of appearing on the coat of arms of the town. The Montsinery river is the only river in French Guiana populated by the mangrove oyster Cassostrea gasar. The oyster is said to have arrived in this estuary from Africa by cargo ships disembarking at Montsinery.

Since 2010, the municipality has launched several initiatives to develop a real “mangrove oyster” sector:

training of interns and organization of a study trip to Brazil in 2014;
carrying out of a complete study to define all the economic, technical and health conditions allowing the creation of the oyster farming sector (2015-2017);
provisional sanitary classification of water bodies by State services.

This work made it possible to demonstrate the interest of developing an oyster farming activity on the condition of quickly supervising the wild samples and initiating an experimental phase making it possible to precisely locate the spat collection areas, test the grow-out techniques, set up a center. authorized transport and carry out the authorization procedures.

Since the end of 2019, a team from the French Biodiversity Office (OFB) has been supporting economic development projects for and through biodiversity. To demonstrate by example that economy and biodiversity can be compatible, the new “project engineering, economy and biodiversity” system has been staffed with four people and is located in Cayenne (French Guiana). Under national jurisdiction, its mission is to support the implementation of concrete actions for economic development through biodiversity and in favor of it. This team therefore quickly took an interest in this project as soon as it moved to Cayenne.

The Montsinery mangrove oyster: an endangered resource

The oyster is the object of an increasingly important harvest, mainly for the end of year celebrations, which results, according to local stakeholders, in declining oyster populations.

The challenge is therefore to preserve both the environment and the resource while enhancing the potential of this oyster. It is on the basis of this observation that the Town Hall of Montsinery-Tonnegrande and the OFB have chosen to work together to implement this ambitious project combining economic development and preservation of biodiversity.

Cooperation between the Town Hall - OFB

The OFB-Town Hall cooperation made it possible from 2020 to specify the funding needs, to initiate the remobilization of partners (institutional, academic, scientific) and to develop a logical framework of actions for the period 2021-2023 relating to the different components of the project.

The formalization of this partnership by signing this public-public cooperation agreement between the Guyanese municipality and the OFB aims to create a value chain for mangrove oysters. This cooperation is based on a sustainable exploitation of wild deposits and a breeding activity (oyster farming) while having ambitious objectives in terms of preservation of the environment, endogenous economic development of a rural territory while guaranteeing optimal sanitary conditions for the consumer.

This partnership leads the OFB in particular to mobilize the agents of the "project engineering, economy and biodiversity" team to support the town hall in its efforts to mobilize partners, seek funding and its internal and external communications towards the project.
