Le plan blanc déclenché au Centre Hospitalier de Cayenne

Hier midi, les trois hôpitaux ont déclenché les dispositifs leur permettant d’adapter leur organisation à la situation épidémique et la montée en charge des capacités d’accueil pour les patients atteints de Covid-19. Ils accroissent aussi les possibilités de mobiliser et redéployer les personnels. Les capacités de réanimation actuelle approcheront en effet la saturation d’ici une dizaine de jours, selon des projections de l’Institut Pasteur de Paris.

Hier, 23 patients se trouvaient en réanimation en Guyane :

11 atteints de Covid-19 (10 à Cayenne, 1 à Saint-Laurent du Maroni) ;

12 non-Covid (7 au CHC, 2 au CHK et 3 au Chog).

Il restait onze places en réanimation. Selon une projection de l’Institut Pasteur de Paris, au vu de la dynamique actuelle de l’épidémie, les capacités de réanimation seront proches de la saturation en fin de semaine prochaine ou au début de la suivante. Actuellement en phase deux de leur plan de montée en charge, les hôpitaux doivent se réorganiser et obtenir des renforts pour passer en phase 3. Christophe Robert, directeur du centre hospitalier de Cayenne (CHC) a donc déclenché le plan blanc hier midi, « afin de maintenir la capacité du système de santé à faire face à l'épidémie tout en garantissant la continuité des soins pour les autres patients ». Pour être en mesure d’appuyer Cayenne, les directeurs des centres hospitaliers de Kourou (CHK) et de l’ouest guyanais (Chog) ont activé le dispositif « Hôpital en tension » au même moment.

Le Chog se prépare, par exemple, à accueillir des patients du service de réanimation de Cayenne, d’ici à la fin de la semaine. « Un principe de solidarité entre les trois centres hospitaliers a été acté pour cette troisième vague, comme cela l’avait été pour les deux premières. Les transferts se font en fonction de là où se trouve la tension », explique Pauline Richoux, directrice des ressources humaines du Chog et chargée du pilotage des opérations exceptionnelles de gestion des ressources humaines liées à l’épidémie de Covid-19 sur l’ensemble du groupement hospitalier de territoire (GHT).

Dans un communiqué, les trois hôpitaux soulignent que « plusieurs mesures sont d’ores et déjà engagées :

L’adaptation des organisations spécifiques liées à la Covid-19 en situation épidémique et la montée en charge des capacités d’accueil dédiées de patients Covid-19 en réanimation, médecine, maternité, pédiatrie, psychiatrie, chirurgie et EHPAD ;
La poursuite des réorganisations et la reprogrammation de certaines activités programmées (consultations, interventions, hospitalisations non urgentes). Les patients concernés seront contactés directement par les services concernés ;
Des possibilités de mobilisation et de redéploiement accrues des personnels, accompagnés par la mobilisation de renforts externes.

Le déclenchement du plan blanc permet l’activation et la graduation des mesures destinées à faire face aux situations sanitaires exceptionnelles : modification des horaires de travail et possibilité de faire appel au personnel sur ses jours de congés. Les mesures du plan blanc pourront être activées à tout moment en fonction de l’évolution de la situation faisant l’objet d’un suivi permanent par les cellules de crise.

There were eleven places left in intensive care. According to a projection by the Institut Pasteur in Paris, given the current dynamics of the epidemic, resuscitation capacities will be close to saturation by the end of next week or the start of the next. Currently in phase two of their ramp-up plan, hospitals must reorganize and obtain reinforcements to move to phase 3. Christophe Robert, director of the Cayenne hospital center (CHC) therefore triggered the white plan yesterday noon, "in order to maintain the capacity of the health system to cope with the epidemic while guaranteeing the continuity of care for other patients ”. To be able to support Cayenne, the directors of the hospitals of Kourou (CHK) and West French Guiana (Chog) activated the "Hospital in tension" device at the same time.

The Chog is preparing, for example, to welcome patients from the Cayenne ICU by the end of the week. “A principle of solidarity between the three hospitals was enacted for this third wave, as it had been for the first two. Transfers are made depending on where the tension is ”, explains Pauline Richoux, director of human resources at Chog and responsible for overseeing exceptional human resources management operations linked to the Covid-19 epidemic on the whole. of the territorial hospital group (GHT).

In a statement, the three hospitals stress that "several measures have already been taken:

Adapting specific organizations linked to Covid-19 in an epidemic situation and increasing the capacity for dedicated reception of Covid-19 patients in intensive care, medicine, maternity, pediatrics, psychiatry, surgery and nursing homes;
The continuation of reorganizations and the reprogramming of certain programmed activities (consultations, interventions, non-emergency hospitalizations). The patients concerned will be contacted directly by the departments concerned;
Opportunities for increased mobilization and redeployment of personnel, accompanied by the mobilization of external reinforcements.

The triggering of the white plan allows the activation and graduation of measures intended to deal with exceptional health situations: modification of working hours and the possibility of calling on staff on their days off. The white plan measures can be activated at any time depending on the evolution of the situation, which is the subject of permanent monitoring by the crisis units.
