Opération coup de poing sur un trafic de viande sauvage à Vila Brasil

Mardi 9 mars, l'opération « Chasseur » a permis de saisir 55.8 kg de viande de bois de 15 animaux illégalement abattus et commercialisés à Vila Brasil, village brésilien situé en face de Camopi. Une opération mise en œuvre par la Police fédérale et l’armée brésilienne en partenariat avec le Parc amazonien de Guyane et le Centre de Coopération Policière.

L'opération a impliqué les services des deux pays dans une coopération inédite :
- deux services français organisateurs, le Parc amazonien de Guyane (PAG) et le Centre de Coopération Policière (CCP)
- deux services de contrôle brésiliens, la Police Fédérale (PF) et l’Exército Brasileiro (EB) (armée de Terre brésilienne).

Organisation éclair d’une opération franco-brésilienne
Le Parc amazonien avait signalé fin 2019 que des Brésiliens de Vila Brasil vendaient de la viande de bois chassée dans les zones protégées à des Amérindiens vivant à Camopi. Le Centre de Coopération Policière avait transmis ces informations à la Police Fédérale brésilienne et plusieurs rencontres s’étaient déroulées sur le sujet.

Vendredi 5 mars, la Police Fédérale a sollicité le Centre de coopération policière pour monter une mission quelques jours plus tard. La réactivité du Parc amazonien et du CCP a permis d'organiser rapidement les principaux aspects logistiques et opérationnels.

Ainsi, un dispositif PF/EB (Police Fédérale / Armée brésilienne) a abordé mardi 9 mars vers 7h30 la partie sud de Vila Brasil puis a progressé pour contrôler les commerces en amont.

Un flagrant délit a été constaté au regard de la loi brésilienne n° 9.605 du 12 février 1998 concernant les infractions environnementales. Un homme a été intercepté avec 56 kg de viande de bois illégalement abattue et commercialisée. Il a dû payer immédiatement une caution et une procédure a été ouverte à son encontre : il devra se présenter sous délai à Oiapoque pour une audition supplémentaire et un jugement pour délit environnemental. Il encourt une peine aggravée allant de 18 mois à 3 ans de prison.

La stratégie d’approche a créé un effet de surprise et un impact fort auprès des habitants de Vila Brasil. Le résultat positif de l’opération nous permet d’imaginer une pérennisation de ce type d’action conjointe.

On Tuesday March 9, Operation "Hunter" made it possible to seize 55.8 kg of wood meat from 15 animals illegally slaughtered and marketed in Vila Brasil, a Brazilian village located opposite Camopi. The Police Cooperation Center transmitted this information to the Brazilian Federal Police and several meetings took place on the subject.

On Friday March 5, the Federal Police asked the Police Cooperation Center to set up a mission a few days later. The responsiveness of the Amazonian Park and the CCP made it possible to quickly organize the main logistical and operational aspects.

Thus, a PF / EB device (Federal Police / Brazilian Army) approached the southern part of Vila Brasil on Tuesday March 9 at around 7:30 am then progressed to control the businesses upstream.

A flagrante delicto was observed under Brazilian law n ° 9.605 of February 12, 1998 concerning environmental offenses. A man was intercepted with 56 kg of illegally slaughtered and traded wood meat.
