La protection sanitaire de la Guyane vis-à-vis de la situation aux Antilles

L’évolution épidémiologique en Guyane reste stable, avec une légère tendance à la baisse du nombre de cas positifs au virus Covid-19. Cette tendance positive doit être maintenue et protégée, en conservant les mesures de restrictions déjà en place, et en continuant individuellement et collectivement à respecter les gestes barrières.

Cependant, la circulation du virus augmente aux Antilles, avec l’arrivée notamment du variant B.1.1.7 (dit britannique). L’incidence est passée de 60 à 105 en une semaine en Guadeloupe, et de 17 à 34 en Martinique.

Le doublement du taux d’incidence dans ces deux territoires conduit le Préfet et la Directrice Générale de l’ARS à durcir les conditions d’arrivée aérienne en Guyane depuis les Antilles, afin de préserver la population guyanaise d’une nouvelle vague.

• Maintien de la présentation d’un test PCR négatif de moins de 72 h à l’embarquement.
• Durcissement du contrôle des motifs impérieux au départ de la Guyane. En cas de fraude, le passager s’expose à une verbalisation ainsi qu’à l’établissement d’une procédure pour usage de faux.
• Septaine (auto-isolement volontaire) pour tous les arrivants en Guyane en provenance des Antilles. En cas de non-respect de la septaine, le passager vecteur d’une contamination engage sa responsabilité pénale.
• Un test PCR doit être effectué en sortie de septaine.

The epidemiological development in French Guiana remains stable, with a slight downward trend in the number of positive cases for the Covid-19 virus. This positive trend must be maintained and protected, by keeping the restrictive measures already in place, and by continuing individually and collectively to respect barrier gestures.

However, the circulation of the virus is increasing in the West Indies, with the arrival in particular of the B.1.1.7 (so-called British) variant. The incidence fell from 60 to 105 in one week in Guadeloupe, and from 17 to 34 in Martinique.

The doubling of the incidence rate in these two territories has led the Prefect and the Director General of the ARS to tighten the conditions of air arrival in French Guyana from the West Indies, in order to protect the Guyanese population from a new wave.

• Continued presentation of a negative PCR test of less than 72 hours upon boarding.
• Tightening of checks on compelling reasons when leaving French Guiana. In the event of fraud, the passenger exposes himself to a fine as well as to the establishment of a procedure for the use of forgery.
• Septaine (voluntary self-isolation) for all newcomers to French Guiana from the Antilles. In the event of non-compliance with the septaine, the passenger vector of contamination incurs criminal liability.
• A PCR test must be carried out at the end of the septaine.
