Avis du Comité Scientifique Territorial du lundi 1er février 2021

Ce lundi 1er février 2021, les membres du Comité Scientifique Territorial se sont réunis afin d’étudier ensemble la situation sanitaire de notre territoire, en présence de François Ringuet, président de l’Association des Maires de Guyane (AMG). À l’issue des échanges entre les différents participants, le comité est en capacité d’émettre des recommandations à destination des autorités sanitaires, fondées sur l’évaluation de la situation épidémiologique sur le territoire.

- Point épidémiologique :
La tendance à la baisse de la 2ème vague constatée il y a 2 semaines se maintient mais l’incidence reste élevée. A l’exception de Maripasoula et Camopi, la circulation du virus continue de baisser dans toutes les communes depuis deux semaines maintenant. Cependant, le risque d’une reprise rapide n’est pas écarté. En effet, cette amélioration pourrait être trompeuse et masquer un fort rebond comme c’est le cas dans d’autres pays.

- En marge du point épidémiologique :
Le CST salue le travail remarquable engagé par le CNRS/IRD sur la détection dans les eaux usées de Guyane de matériels génétique Covid-19. Ces travaux permettent dès à présent de se faire une idée sur la propagation du virus sur notre territoire et doivent dorénavant, de concert avec les services de l’ORSG, nous permettre de disposer d’éléments prédictifs propres à guider l’action de l’exécutif dans sa gestion épidémique.

- Renforcement de la capacité de séquençage en Guyane :
Le Comité recommande le développement des techniques de séquençage en Guyane, afin d’être à même de suivre l’apparition de variants. Il encourage donc les institutions et les laboratoires du territoire à être porteur de projets dans le développement de moyens endogènes. Ces projets pouvant trouver leur place dans le cadre de financements européens dédiés.

- Fermeture des frontières :
Le Comité alerte sur la nécessité de garder les frontières hermétiquement closes afin de faire face aux variants de la covid-19 présentes chez nos voisins proches ou éloignés et qui pourrait rapidement se retrouver en Guyane. Dans cet optique, il recommande une surveillance accrue des voyageurs avec un contrôle précis afin d’éviter la propagation d’un quelconque variant, ainsi que le respect des principes énoncés dès le début de cette crise par le CST au travers de la « doctrine Ho-A-Chuk » qui vise à la limitation de la circulation entre les différents bassins de population du territoire.

- Adhésion aux mesures barrières :

Les experts scientifiques appellent les maires de Guyane à intervenir sur leur territoire respectif afin d’être un relais de proximité du Comité Scientifique et ainsi sensibiliser la population aux mesures de distanciation et à la vaccination.
En cette période carnavalesque, le comité appelle à un renforcement de la communication à destination du grand public afin d’informer la population sur les risques de propagation encourus notamment concernant les variants brésilien et britannique.

- Adhésion à la campagne de vaccination locale :

Les experts médicaux ont insisté sur les enjeux associés à cette campagne auquel ils sont attachés.
Ils se disent inquiets face à la stagnation de la campagne de vaccination sur le territoire. Cependant, ils rappellent qu’il n’est pas, à ce stade, opportun de cesser l’approvisionnement de la Guyane. C’est pourquoi, ils recommandent d’engager, par le biais d’une concertation multipartisme (ARS, CGSS, URPS, CTG/CST), une campagne de communication visant à susciter l’adhésion de la population et ce, sur la base d’une stratégie ambitieuse et réaliste qui répondra aux enjeux de cette phase de la crise Covid.

- Sport et Covid :

Le virus de la covid-19 possède lui aussi ses propres comorbidités notamment sur l’aspect psycho-social des individus. Le sport étant l’une des soupapes de sécurité de la société et un élément de cohésion sociale, il convient de trouver des moyens pour permettre aux jeunes et licenciés des clubs sportifs de s’exprimer en respectant un protocole sanitaire stricte.

This Monday, February 1, 2021, the members of the Territorial Scientific Committee met to jointly study the health situation in our territory, in the presence of François Ringuet, president of the Association of Mayors of French Guiana (AMG). Following discussions between the various participants, the committee is able to make recommendations to health authorities, based on the assessment of the epidemiological situation in the territory.

- Epidemiological point:
The downward trend of the 2nd wave observed 2 weeks ago continues but the incidence remains high. With the exception of Maripasoula and Camopi, the virus circulation has continued to decline in all municipalities for two weeks now. However, the risk of a rapid recovery is not ruled out. Indeed, this improvement could be misleading and mask a strong rebound as is the case in other countries.

- In addition to the epidemiological point:
The CST welcomes the remarkable work undertaken by the CNRS / IRD on the detection in French Guiana's wastewater of Covid-19 genetic material. This work now allows us to get an idea of the spread of the virus in our territory and should henceforth, in concert with the services of the ORGS, allow us to have predictive elements suitable for guiding the action of the executive in its epidemic management.

- Reinforcement of the sequencing capacity in French Guiana:
The Committee recommends the development of sequencing techniques in French Guiana, in order to be able to monitor the appearance of variants. It therefore encourages the institutions and laboratories of the territory to be promoters of projects in the development of endogenous resources. These projects can find their place within the framework of dedicated European funding.

- Border closure :
The Committee warns of the need to keep the borders hermetically closed in order to deal with the variants of covid-19 present in our near or distant neighbors and which could quickly end up in French Guyana. With this in mind, it recommends increased surveillance of travelers with precise control in order to avoid the spread of any variant, as well as respect for the principles set out from the start of this crisis by the CST through the “Ho doctrine”. -A-Chuk ”which aims to limit traffic between the different population basins of the territory.

- Adherence to barrier measures:

The scientific experts call on the mayors of French Guiana to intervene in their respective territories in order to be a close relay of the Scientific Committee and thus raise awareness among the population about distancing measures and vaccination.
In this carnival period, the committee calls for a strengthening of communication aimed at the general public in order to inform the population about the risks of spread, especially concerning the Brazilian and British variants.

- Membership of the local vaccination campaign:

The medical experts insisted on the stakes associated with this campaign to which they are attached.
They say they are worried about the stagnation of the vaccination campaign in the territory. However, they recall that it is not, at this stage, opportune to cease supplying French Guiana. This is why they recommend launching, through a multi-party consultation (ARS, CGSS, URPS, CTG / CST), a communication campaign aimed at encouraging the support of the population and this, on the basis of an ambitious and realistic strategy that will meet the challenges of this phase of the Covid crisis.

- Sport and Covid:

The covid-19 virus also has its own comorbidities, particularly on the psycho-social aspect of individuals. Since sport is one of the safety valves of society and an element of social cohesion, ways must be found to allow young people and members of sports clubs to express themselves while respecting a strict health protocol.
