Covid-19 : Nouvelles mesures de prévention et de restriction

De nouvelles mesures de prévention et de restriction sont prises visant à freiner la circulation du virus sur le territoire. Le virus COVID-19 circule toujours sur le territoire de la Guyane, avec une tendance à l’augmentation dans certaines communes du littoral. En raison de cette situation épidémiologique, les services de l’État et l’ARS préviennent une seconde vague potentielle en prenant de nouvelles mesures de prévention et de restriction de circulation.

La crise sanitaire impose la prudence et la protection de chacune et chacun des habitants du territoire. C’est pourquoi le Carnaval de Guyane, qui se déroule chaque année en janvier, est annulé dans sa totalité. Par ailleurs, en vue des fêtes de fin d’année, propices à une large contamination, certaines communes, déjà impactées par une progression de la circulation du virus, seront soumises à un couvre-feu plus strict.

Mesures de restriction

Couvre-feu

• Du vendredi 18 décembre 2020 au lundi 4 janvier 2021 5 h du matin, un couvre-feu de 21 h à 5 h du matin 7 j/7 est instauré pour les communes de Cayenne, Rémire-Montjoly, Macouria, Matoury et Kourou.

• Dans ces communes, les restaurants uniquement (établissements dont le service de plats à table est la principale activité) pourront rester ouverts jusqu’à 22h30. Leurs clients devront avoir regagné leur domicile avant 22h30, en présentant l’addition comme justificatif de leur déplacement.

• Toujours dans ces communes et pendant la période du couvre-feu renforcé, les commerces ambulants ne pourront plus servir au-delà de 18 h.

• Les communes d’Apatou, Camopi, Grand-Santi, Mana, Maripasoula, Saint-Georges de l’Oyapock, Saint-Laurent du Maroni et Sinnamary sont soumises au couvre-feu habituel de 00h00 à 5 h du matin, 7 j/7.

• Awala-Yalimapo, Iracoubo, Montsinéry-Tonnegrande, Ouanary, Papaïchton, Régina, Roura, Saint-Elie et Saül ne sont toujours pas concernées par le couvre-feu.

• Aucune restriction de circulation ne sera imposée le soir du 24 décembre 2020 sur l’ensemble du territoire.

• Le 31 décembre, un couvre-feu de 21 h à 5 h est imposé sur l’ensemble du territoire, y compris pour les communes non concernées le reste du temps par ces nouveaux horaires.

Modalités voyageurs

• Le test PCR est OBLIGATOIRE pour tout voyageur entrant sur le territoire de Guyane.

Mesures de restriction : rappels

• Le port du masque est obligatoire dans l’espace public.

• La consommation d’alcool sur la voie publique est interdite sur tout le territoire (excepté pour Awala-Yalimapo, Iracoubo, Montsinéry-Tonnegrande, Ouanary, Papaïchton, Régina, Roura, Saint-Elie et Saül).

• Interdiction de la vente d’alcool à emporter de 18 h à 8 h pour toutes les communes (excepté pour Awala-Yalimapo, Iracoubo, Montsinéry-Tonnegrande, Ouanary, Papaïchton, Régina, Roura, Saint-Elie et Saül).

• Les frontières demeurent fermées.

• Le confinement des personnes vulnérables reste indispensable.

• Tout rassemblement, réunion ou activité de plus de 6 personnes sur la voie publique, ou dans un lieu ouvert au public, sont interdits sauf dérogation préfectorale.

Renforcement des actions de prévention à l’aéroport

• Un COVID TRUCK est mis en place en Guyane, afin d’inciter encore plus au dépistage.
• Mise en place d’un dispositif renforcé pour les passagers arrivant en Guyane : des actions de prévention et de sensibilisation au test sont mises en œuvre. Les voyageurs recevront un SMS à J+4 de leur arrivée sur le territoire guyanais, pour inciter au dépistage.

New preventive and restrictive measures are being taken to curb the circulation of the virus in the territory. The COVID-19 virus is still circulating in the territory of French Guiana, with an increasing trend in some towns along the coast. Restriction measures

Curfew

• From Friday December 18, 2020 to Monday January 4, 2021 5 a.m., a curfew from 9 p.m. to 5 a.m. 7 days a week is in place for the municipalities of Cayenne, Rémire-Montjoly, Macouria, Matoury and Kourou.

• In these municipalities, restaurants only (establishments whose main activity is serving meals at the table) may remain open until 10:30 p.m. Their customers must have returned home before 10:30 p.m., presenting the bill as proof of their trip.

• Still in these municipalities and during the period of the reinforced curfew, itinerant businesses will no longer be able to serve after 6 p.m.

• The communes of Apatou, Camopi, Grand-Santi, Mana, Maripasoula, Saint-Georges de l'Oyapock, Saint-Laurent du Maroni and Sinnamary are subject to the usual curfew from 00:00 to 5:00 in the morning, 7 days a week. 7.

• Awala-Yalimapo, Iracoubo, Montsinéry-Tonnegrande, Ouanary, Papaïchton, Régina, Roura, Saint-Elie and Saül are still not affected by the curfew.

• No traffic restrictions will be imposed on the evening of December 24, 2020 throughout the territory.

• On December 31, a curfew from 9 p.m. to 5 a.m. is imposed throughout the country, including for municipalities not affected the rest of the time by these new hours.

Passenger terms

• The PCR test is MANDATORY for all travelers entering the territory of French Guiana.

Restrictive measures: recalls

• Wearing a mask is compulsory in public areas.

• Alcohol consumption on public roads is prohibited throughout the country (except for Awala-Yalimapo, Iracoubo, Montsinéry-Tonnegrande, Ouanary, Papaïchton, Régina, Roura, Saint-Elie and Saül).

• Prohibition of the sale of alcohol to take away from 6 p.m. to 8 a.m. for all municipalities (except for Awala-Yalimapo, Iracoubo, Montsinéry-Tonnegrande, Ouanary, Papaïchton, Régina, Roura, Saint-Elie and Saül).

• The borders remain closed.

• Containment of vulnerable people remains essential.

• Any gathering, meeting or activity of more than 6 people on the public highway, or in a place open to the public, is prohibited except by dispensation from the prefecture.

Strengthening preventive actions at the airport

• A COVID TRUCK is set up in French Guiana, to further encourage testing.
• Implementation of a reinforced system for passengers arriving in Guyana: prevention and awareness-raising actions for the test are implemented. Travelers will receive an SMS on D + 4 of their arrival in French Guiana, to encourage screening.
