Départ du préfet de la région Guyane Marc DEL GRANDE

Le Préfet Marc DEL GRANDE est remplacé par Thierry QUEFFELEC, jusque-là préfet, administrateur supérieur des îles Wallis et Futuna.

Au cours des 16 mois passés en Guyane à la tête des services de l’État, Marc DEL GRANDE a piloté la mise en place de réformes importantes pour le territoire pour les Guyanaises et les Guyanais, dans un contexte marqué par l’épidémie de la Covid-19. Son action a également permis de renforcer la coopération avec le Brésil et le Suriname. Appelé à d’autres fonctions, Marc DEL GRANDE sera remplacé par Thierry QUEFFELEC, préfet et administrateur supérieur des îles Wallis et Futuna.

Parmi les principales réformes menées par le préfet Marc DEL GRANDE, la réorganisation de la Police Nationale, avec l’instauration de la Direction Territoriale de la Police Nationale, et la nouvelle organisation des services de l’État (OSE) qui permettent à l’État d’être plus resserré autour de ses missions essentielles et plus adapté aux singularités de la Guyane.

En plus de ces réformes, des avancées ont été réalisées sur des projets importants pour le territoire : le doublement du pont du Larivot, la finalisation de la centrale du Larivot, le financement des travaux de mise en sécurité de la route de Petit-Saut, la construction d’un nouvel hôtel de police ou encore les travaux de la route Maripasoula-Papaïchton...

Enfin, la coopération diplomatique a été renforcée, notamment sur le volet sécuritaire avec le Suriname, en lien avec l’ambassadeur de France au Suriname. La définition des frontières sur le Maroni constituait également une forte attente pour le territoire.

Plus particulièrement, l’année 2020 a été marquée par l’apparition du virus Covid-19. Dès le mois de mars, de nombreuses mesures ont été prises pour freiner la propagation de l’épidémie sur le territoire : couvre-feu, fermeture des frontières, interdiction des rassemblements, multiplication des tests de dépistage... permettant la maîtrise de l’épidémie à l’heure actuelle, ainsi que la protection de l’économie guyanaise. Pendant cette période, une aide alimentaire et sociale de grande ampleur a été déployée (colis alimentaires, chèques-services, mises à l’abri...) avec l’appui d’associations. La lutte contre l’orpaillage illégal et contre la délinquance ont été maintenues.

À l’occasion de son départ de Guyane, le préfet Marc DEL GRANDE tient à saluer le travail des agents de l’État et la bonne coopération avec les élus et les collectivités locales.

La mise en œuvre des politiques publiques sur le territoire guyanais sera désormais assurée par le préfet Thierry QUEFFELEC. Thierry QUEFFELEC était précédemment préfet, administrateur supérieur de Wallis et Futuna, après avoir été secrétaire général pour les affaires régionales (Sgar) auprès du préfet de la région Provence-Alpes-Côte d’Azur de 2014 à 2019 et sous-préfet de Raincy auprès du préfet de Seine-Saint-Denis de 2010 à 2014. Avant cela, il a notamment été conseiller au cabinet du ministre de l’Intérieur, entre 2007 et 2010. Thierry QUEFFELEC est titulaire d’une maîtrise d’Histoire et d’un DESS en aménagement et défense. Chevalier de l’Ordre national du mérite et de la Légion d’honneur, il est ancien élève de l’école spéciale militaire de Saint-Cyr.

During the 16 months spent in French Guiana at the head of State services, Marc DEL GRANDE piloted the implementation of important reforms for the territory for Guianese people, in a context marked by the epidemic of the Covid-19. Its action has also helped to strengthen cooperation with Brazil and Suriname. Called to other functions, Marc DEL GRANDE will be replaced by Thierry QUEFFELEC, prefect and senior administrator of the Wallis and Futuna Islands.

Among the main reforms carried out by the prefect Marc DEL GRANDE, the reorganization of the National Police, with the establishment of the Territorial Directorate of the National Police, and the new organization of State services (OSE) that allow the State of being more tightened around its essential missions and more adapted to the peculiarities of French Guiana.

In addition to these reforms, progress has been made on important projects for the territory: the doubling of the Larivot bridge, the finalization of the Larivot power plant, the financing of safety works on the Petit-Saut road, the construction of a new police station or the work of the Maripasoula-Papaïchton road ...

Finally, diplomatic cooperation has been strengthened, particularly on the security aspect with Suriname, in conjunction with the French ambassador to Suriname. The definition of borders on the Maroni was also a strong expectation for the territory.

In particular, the year 2020 was marked by the emergence of the Covid-19 virus. From March, many measures were taken to curb the spread of the epidemic in the territory: curfew, closure of borders, ban on gatherings, increase in screening tests ... allowing the control of the disease. epidemic at present, as well as the protection of the Guianese economy. During this period, large-scale food and social assistance was deployed (food packages, service vouchers, shelters, etc.) with the support of associations. The fight against illegal gold mining and delinquency has been maintained.

On the occasion of his departure from French Guiana, Prefect Marc DEL GRANDE wishes to salute the work of state officials and the good cooperation with elected officials and local communities.

The implementation of public policies on Guyanese territory will henceforth be ensured by the Prefect Thierry QUEFFELEC. Thierry QUEFFELEC was previously prefect, senior administrator of Wallis and Futuna, after having been secretary general for regional affairs (Sgar) with the prefect of the Provence-Alpes-Côte d'Azur region from 2014 to 2019 and sub-prefect of Raincy with of the Prefect of Seine-Saint-Denis from 2010 to 2014. Before that, he was notably an advisor to the cabinet of the Minister of the Interior, between 2007 and 2010. Thierry QUEFFELEC holds a master's degree in History and a DESS in planning and defense. Knight of the National Order of Merit and of the Legion of Honor, he is a former student of the Saint-Cyr special military school.
