Avis du Comité Scientifique Territorial du lundi 26 octobre 2020

Une nouvelle réunion du Comité Scientifique Territorial, installé par la Collectivité Territoriale de Guyane (CTG), se tenait ce lundi 26 octobre 2020, dans le cadre de la crise sanitaire liée au Covid-19.

À l’issue de cette rencontre, le comité est en capacité d’émettre un certain nombre de recommandations à destination des autorités sanitaires, fondées sur l’évaluation de la situation épidémiologique sur le territoire :

Il préconise donc :

- Un maintien de la vigilance, notamment en prévention d’un éventuel rebond de l’épidémie qui pourrait être favorisé par la saison des pluies ou les prochains épisodes pluvieux ;

- Le renforcement des contrôles aux frontières terrestres et aériennes ;

- la mise en place par les Etablissements Publics de Coopération Intercommunale, d’une politique de gestion des déchets potentiellement contaminés. Les membres préconisent la mise en place d’un dispositif : "borne à masque" et la récupération pour traitement selon un protocole DASRI (Déchet d'Activité de Soin à risque Infectieux) pour palier la dissémination de masques usagés, potentiellement vecteurs de matériel viral Covid- 19 ;

- la prise en compte - au regard de la validation de la Haute Autorité de la Santé - des tests antigéniques effectués par un médecin agréé dans le cadre d’un dépistage avant un vol transatlantique (au même titre que la PCR) ;

- la réactivation du partenariat avec la Médecine de Ville (Médecins, IDE,...) en collaboration avec l’Union Régionale des Professionnels de Santé (URPS) et l'Agence Régionale de Santé (ARS) ;

- le renforcement du réseau sentinelle de veille épidémiologique (Réseau Sentinelle/Santé Publique France) sous l'égide de l'Observatoire Régional de Santé de Guyane (ORSG) ;

- la réactivation des principes de détection des complications majeures du Covid-19 en milieu pré-hospitalier ;

- une contractualisation avec la start-up guyanaise Sinergy Group pour le recueil de données épidémiologiques sur une plus large échelle en faveur d’une cartographie en temps réel.

A new meeting of the Territorial Scientific Committee, installed by the Territorial Collectivity of French Guiana (CTG), was held this Monday, October 26, 2020, as part of the health crisis linked to Covid-19.

At the end of this meeting, the committee is able to issue a number of recommendations to the health authorities, based on the assessment of the epidemiological situation in the territory:

It therefore recommends:

- Maintaining vigilance, in particular to prevent a possible rebound in the epidemic which could be favored by the rainy season or the next rainy episodes;

- Strengthening controls at land and air borders;

- the establishment by the Public Establishments of Intercommunal Cooperation, of a policy for the management of potentially contaminated waste. The members recommend the installation of a device: "mask terminal" and the recovery for treatment according to a DASRI protocol (Waste of Infectious Care Activity) to overcome the dissemination of used masks, potentially vectors of viral material Covid- 19;

- taking into account - with regard to the validation of the High Authority for Health - antigenic tests carried out by an approved doctor as part of a screening before a transatlantic flight (in the same way as the PCR);

- reactivation of the partnership with City Medicine (Doctors, IDE, etc.) in collaboration with the Regional Union of Health Professionals (URPS) and the Regional Health Agency (ARS);

- strengthening of the sentinel epidemiological watch network (Sentinel Network / Public Health France) under the aegis of the French Guiana Regional Health Observatory (ORSG);

- reactivation of the principles for detecting major complications of Covid-19 in a pre-hospital setting;

- a contract with the Guianese start-up Sinergy Group for the collection of epidemiological data on a larger scale in favor of real-time mapping.
