Création d’un Centre de Planification et d’Éducation Familiale à Saint-Laurent

Portant l’ambition de lutter contre les inégalités entre les territoires et les habitants, d’améliorer le cadre de vie des populations et d’apporter une réponse de proximité à leurs besoins, la Collectivité Territoriale de Guyane (CTG) lance l’appel à projet de création d’un Centre de Planification et d’Éducation Familiale (CPEF) dans l’Ouest Guyanais.

Acteur incontournable des solidarités humaines, sur le territoire, la CTG s’engage quotidiennement auprès de la population, afin d’améliorer son cadre de vie et d’apporter une réponse de proximité à ses besoins.

Dans le cadre du schéma territorial de la Protection Maternelle et Infantile (PMI) et de l'axe « Santé, prévention des grossesses adolescentes, santé sexuelle et affective des jeunes », la CTG lance l'appel à projet Centre de Planification et
d’Éducation Familiale (CPEF) dans l’Ouest Guyanais.

Les porteurs de projet du Centre de Planification et d’Éducation Familiale (CPEF) dans l’Ouest Guyanais devront :

▪ Prendre connaissance du cahier des charges afin de fournir les pièces justificatives exigibles au dépôt du dossier
▪ Compléter le formulaire de demande de subventions
▪ Envoyer le dossier dument complété à la CTG, par lettre recommandée avec accusé de réception, au plus tard le vendredi 16 octobre à minuit cachet de La Poste faisant foi (attention, les éléments de réponse de l’appel à projet devront obligatoirement être insérés dans une sous-enveloppe cachetée avec la mention « NE PAS OUVRIR- Avis d’appel à Projet pour la Création d’un Centre de Planification et d’Education Familiale à Saint Laurent-du-Maroni»), à l’adresse suivante :

Les projets dont le dossier aura été déclaré complet feront l’objet d’un examen par la commission dont la composition est fixée par le Président de la Collectivité territoriale de Guyane.

La commission établira un classement des projets qui sera diffusée le 2 novembre 2020.

À l’issue de la consultation, les candidats non retenus seront informés par courrier ou par mail.

Pour rappel :

Saint-Laurent du Maroni est la deuxième commune la plus peuplée de Guyane, avec 40 000 habitants, et un taux de croissance démographique s’élevant à 4,3%. Elle devrait atteindre, d’ici 2030, 135 000 habitants, soit plus de 30 % de la population guyanaise.

Le taux de natalité de la ville de Saint-Laurent-du-Maroni a progressé de 23.62 % entre 2014 et 2018.
L’offre en matière de « santé, prévention des grossesses adolescentes, santé sexuelle et affective » pour les jeunes, même si elle s’améliore, souffre d’un manque de structures, de lieux où la population peut trouver un accueil, des informations, un soutien de professionnels médico-sociaux intervenant dans ce domaine. Le centre de PMI, la Croix Rouge et plusieurs associations apportent une réponse partielle à leurs demandes.

Le nombre de grossesses adolescente est élevé, 160 en 2016, ce qui représente 8 fois le taux de l’Hexagone. Si ces grossesses ne posent pas de difficultés pour un certain nombre de jeune mère, il n’est pas certain qu’elles soient le fruit d’un choix réel.

Par ailleurs, en Guyane, le taux de suivi gynécologique chez les jeunes femmes est faible.
L’absence de suivi est un frein à l‘accès au dépistage des IST et du cancer du col de l’utérus. Le cancer du col de l’utérus est la deuxième cause de cancer chez les femmes en Guyane alors qu’il est situé au 11ème rang des cancers dans l’Hexagone.
Aussi la création d’un centre de planification et d’Education Familiale (CPEF) permettra de compléter et d’améliorer l’offre en matière de « santé, prévention des grossesses adolescentes, santé sexuelle et affective » pour les jeunes, très nombreux à Saint Laurent, mais également pour toute la population, notamment celle en situation de précarité.
Ce projet, en gestation depuis des années et souhaité par l’ensemble des acteurs locaux, pourra enfin voir le jour.

The project leaders of the Family Planning and Education Center (CPEF) in West French Guiana will:

▪ Take note of the specifications in order to provide the supporting documents required for filing the file
▪ Complete the grant application form
▪ Send the duly completed file to the CTG, by registered letter with acknowledgment of receipt, no later than Friday, October 16 at midnight postmarked by La Poste (note, the response elements of the call for projects must be inserted in a sealed envelope with the words "DO NOT OPEN - Notice of a call for proposals for the creation of a Family Planning and Education Center in Saint Laurent-du-Maroni"), at the following address:

Projects whose dossier has been declared complete will be subject to examination by the committee whose composition is set by the President of the CTG.

The commission will establish a ranking of the projects which will be broadcast on November 2, 2020.

At the end of the consultation, unsuccessful candidates will be informed by mail or email.

Lack of follow-up hinders access to screening for STIs and cervical cancer. Cancer of the cervix is the second leading cause of cancer in women in French Guiana, while it is the 11th largest cancer in France.
Also the creation of a family planning and education center (CPEF) will make it possible to complete and improve the offer in terms of "health, prevention of teenage pregnancies, sexual and emotional health" for young people, very numerous in Saint Laurent, but also for the entire population, especially those in a precarious situation.
This project, in gestation for years and desired by all local stakeholders, will finally see the light of day.
