Signature d'un emprunt avec la Banque des Territoires (BDT)

En décembre 2019, lors du vote du Rapport d'Orientation Budgétaire (ROB), puis en février 2020, lors du vote du Budget Primitif (BP), était actée la mobilisation d’un emprunt de 67M€ pour l’exercice 2020 de la Collectivité Territoriale de Guyane afin de pouvoir finaliser le budget de sa PPI.

Une première tranche de 33,5 M€ a été conventionnée en mai dernier avec l’AFD. Il s’agit désormais de finaliser les 67 M€ par la signature de conventions avec la BDT pour la somme complémentaire de 33,5 M€.

Les projets financés par l’emprunt de la BDT (Banque des territoires) sont :

1. Cité scolaire de Saint-Georges
2. Collège éco quartier de Rémire
3. Lycée Saint Laurent IV
4. Lycée de Macouria
5. Lycée de Matoury
6. Echangeur Maringouins
7. Aménagement 2x3 Voies Balata PROGT

Les caractéristiques de l’emprunt :
Montant emprunté : 33,5 M€
Taux : 1,25 %
Durée : 30 ans

L’emprunt est une ressource saine qui accompagne un programme d’investissement c’est-à-dire un programme qui conduit à l’augmentation du patrimoine de la collectivité (collèges, lycées, Routes...).

Le montant des subventions étant par principe limitées puisqu’elles proviennent du budget d’un tiers, les emprunts, à condition qu’ils soient supportables, permettent d’accroitre les moyens d’intervention de la collectivité et d’intensifier les programmes d’investissement et la collectivité peut réaliser à court terme ce qu’elle aurait dû faire à long terme si elle n’avait pas emprunté.

In December 2019, during the vote on the Budget Orientation Report (ROB), then in February 2020, during the vote on the Primary Budget (BP), the mobilization of a loan of € 67M for the 2020 financial year of the Territorial Collectivity of French Guiana in order to be able to finalize the budget for its PPI.

Rate: 1.25%
Duration: 30 years

The loan is a healthy resource that accompanies an investment program, that is to say a program that leads to an increase in the heritage of the community (colleges, high schools, roads ...).

The amount of subsidies being limited in principle since they come from the budget of a third party, the loans, provided they are bearable, make it possible to increase the means of intervention of the community and to intensify the programs of investment and the community can achieve in the short term what it should have done in the long term if it had not borrowed.
