Plan d’adaptation progressif des mesures de freinage

Après une analyse de la situation épidémiologique actuelle menée par les experts épidémiologistes en lien avec le Centre Interministériel de Crise, le Préfet de la Guyane a décidé une adaptation progressive des mesures en vigueur.

Cette adaptation à compter du samedi 25/07/20 comprend l’évolution des mesures suivantes :

• Le « confinement responsable » des quartiers est levé en intégralité.
• Les horaires de couvre-feu deviennent :

GROUPE 1 :
Du lundi à vendredi de 19h00 à 5h00
Du samedi 19h00 au lundi 5h00
Camopi, Cayenne, Iracoubo, Kourou, Macouria, Matoury, Montsinnéry-Tonnegrande, Régina, Rémire-Montjoly, Roura, Saint-Georges, Sinnamary

GROUPE 2 :
Du lundi à vendredi de 17h00 à 5h00
Du samedi 17h00 au lundi 5h00
Saint-Laurent du Maroni, Apatou, Awala-Yalimapo, Grand-Santi, Mana, Maripasoula, Papaïchton

GROUPE 3 : Aucune restriction de circulation à : Saul, Ouanary et Saint-Elie.

• Autorisation pour les cafés / restaurants : Pour les communes de groupe 1, les cafés et restaurants pourront ouvrir en terrasse extérieure / espaces de plein air, sous autorisation préfectorale. Cette autorisation sera délivrée après l’analyse de pièces et du cahier des charges présenté par les établissements concernés.

• Les Postes de Contrôle Routiers (PCR) d’Iracoubo et de Régina restent para-médicalisés. Ils sont franchissables 24h/24 en respectant les dispositions du couvre feu et la présentation des justificatifs habituels.

Les principales mesures maintenues :
• Saint-Georges de Oyapock conserve ses restrictions de circulation.
• Le pont de Saint-Georges de l’Oyapock demeure fermé dans le sens Brésil-France.
• Le franchissement de la frontière vers la Guyane est complètement interdit.
• La consommation d’alcool sur la voie publique est interdite sur tout le territoire.
• Interdiction de vente d’alcool à emporter de 18h à 8h pour les communes de GROUPE 1 et de 16h à 8h pour les communes de GROUPE 2
• Interdiction des rassemblements de plus de 10 personnes (mariages, réunions, festivités, manifestations...) en tout lieu public ou privé, y compris les carbets.
• Interdiction du sport collectif y compris en dehors des espaces réservés à cet effet.
• Port du masque obligatoire dans l’espace public : Le respect des gestes barrières, de la distanciation sociale, et le port du masque sont les premiers freins à la contamination.
• Confinement des personnes vulnérables

Un point de situation sera organisé sur la base du point épidémiologique régional paressant tous les vendredis, afin d’étudier les modalités d’adaptation progressive des mesures de freinage.

After an analysis of the current epidemiological situation carried out by epidemiological experts in conjunction with the Interministerial Crisis Center, the Prefect of French Guyana decided to gradually adapt the measures in force.

This adaptation from Saturday 07/25/20 includes changes to the following measures:

• The “responsible containment” of neighborhoods has been completely lifted.
• Curfew times become:

GROUP 1:
Monday to Friday, 7 p.m. to 5 a.m.
From Saturday 7:00 p.m. to Monday 5:00 a.m.

GROUP 2:
Monday to Friday 5:00 p.m. to 5:00 a.m.
From Saturday 5:00 p.m. to Monday 5:00 a.m.
Saint-Laurent du Maroni, Apatou, Awala-Yalimapo, Grand-Santi, Mana, Maripasoula, Papaïchton

GROUP 3: No traffic restrictions in: Saul, Ouanary and Saint-Elie.

• Authorization for cafes / restaurants: For group 1 municipalities, cafes and restaurants may open onto outdoor terraces / open-air spaces, under prefectural authorization. This authorization will be issued after the analysis of the documents and the specifications presented by the establishments concerned.

• The Road Control Posts (PCR) in Iracoubo and Regina remain para-medicalized. They can be crossed 24 hours a day, respecting the provisions of the curfew and the presentation of the usual supporting documents.

The main measures maintained:
• Saint-Georges de Oyapock retains its traffic restrictions.
• The Saint-Georges de Oyapock bridge remains closed in the Brazil-France direction.
• Crossing the border into French Guyana is completely prohibited.
• The consumption of alcohol on public roads is prohibited throughout the country.
• Prohibition on the sale of alcohol to take away from 6 p.m. to 8 a.m. for the municipalities of GROUP 1 and from 4 p.m. to 8 a.m. for the municipalities of GROUP 2
• Ban on gatherings of more than 10 people (weddings, meetings, festivities, events, etc.) in any public or private place, including carbets.
• Prohibition of team sport, including outside the spaces reserved for this purpose.
• Compulsory wearing of a mask in public spaces: Respect for barrier gestures, social distancing, and wearing a mask are the first obstacles to contamination.
• Containment of vulnerable people

A situation update will be organized on the basis of the regional epidemiological update which lapses every Friday, in order to study the modalities of progressive adaptation of the braking measures.
