Déclenchement Plan Blanc

Compte tenu de l’évolution de la situation épidémiologique en Guyane, et afin de maintenir la capacité du système de santé à faire face à l'épidémie tout en garantissant la continuité des soins pour les autres patients, le directeur du centre hospitalier de Cayenne et de Kourou et le directeur du Centre hospitalier de l’Ouest Guyanais activent le plan blanc le samedi 4 juillet 2020 à 17h.

En très peu de temps, et conformément aux travaux d’anticipation, les centres hospitaliers qui composent le GHT de Guyane ont réussi à se réorganiser pour recevoir et soigner toutes celles et ceux qui, touchés par la COVID19, ont nécessité une consultation, un appel au 15, un test, un passage aux urgences, une hospitalisation en service de médecine, en réanimation mais aussi en obstétrique.

Plusieurs mesures ont déjà été engagées suite à l’arrêté de mars 2020 instaurant l’état d’urgence, notamment :
- L’adaptation des organisations spécifiques liées à la COVID19 en situation épidémique ;
- La poursuite des réorganisations et la reprogrammation des activités programmées (consultations, interventions, hospitalisations non urgentes). Les patients concernés seront contactés directement par les services concernés ;
- Des possibilités de mobilisation et de redéploiement accrues des personnels, dans l’attente de renforts importants sollicités s’agissant notamment du personnel soignant.

Le déclenchement du Plan Blanc permet l’activation et la graduation de toutes mesures destinées à faire face à des situations sanitaires exceptionnelles. Les mesures du plan blanc pourront être activées à tout moment en fonction de l’évolution de la situation faisant l’objet d’un suivi permanent par les cellules de crise.

Les professionnels des trois centres hospitaliers sont pleinement mobilisés pour faire face à la crise sanitaire. Nous tenons à saluer leur courage et leur engagement permanent.

Given the evolution of the epidemiological situation in French Guiana, and in order to maintain the capacity of the health system to cope with the epidemic while guaranteeing continuity of care for other patients, the director of the Cayenne hospital center and de Kourou and the director of the West Guianese hospital center activate the White Plan on Saturday 4 July 2020 at 5 p.m.

In a very short time, and in accordance with the anticipation work, the hospitals that make up the GHT of French Guiana have managed to reorganize to receive and treat all those who, affected by COVID19, required consultation, call 15, a test, a visit to the emergency room, hospitalization in the medical service, in intensive care but also in obstetrics.

Several measures have already been initiated following the decree of March 2020 establishing the state of emergency, in particular:
- The adaptation of specific organizations linked to COVID19 in an epidemic situation;
- Continued reorganizations and reprogramming of scheduled activities (consultations, interventions, non-emergency hospitalizations). The patients concerned will be contacted directly by the departments concerned;
- Opportunities for increased mobilization and redeployment of staff, pending significant reinforcements requested, in particular nursing staff.

The triggering of the white plan allows the activation and scaling of all measures intended to deal with exceptional health situations. The measures of the white plan may be activated at any time depending on the development of the situation, which is the subject of permanent monitoring by the crisis cells.
