L'avis du Comité territorial d’experts médicaux

Ce Iundi 22 juin 2020, le Comité Territorial scientifique, installé par la Collectivité Territoriale de Guyane (CTG), s’est réuni autour de plusieurs questions majeures, relatives à la crise sanitaire liée au Covid-19.

À l’issue de cette rencontre, le comité est en capacité d’émettre un certain nombre de recommandations à destination des autorités sanitaires, fondées sur l’évaluation de la situation épidémiologique sur le territoire et de dresser un état d’avancement des actions portées par la CTG :

• Éventualité d’un reconfinement :
- Considérant les éléments relatifs à la situation épidémiologique du territoire;
- Considérant la tension à prévoir sur l’offre de soins de réanimation dans les prochains jours et semaines ;
- Considérant le risque de saturation du système sanitaire, simultanément éprouvé par une épidémie de dengue et de leptospirose ;
- Considérant les objectifs poursuivis par un reconfinement à savoir limiter le plus possible la diffusion du virus, et ainsi aplatir la courbe des contaminations ;

Le comité territorial tend à se positionner en faveur d’un reconfinement de la population mais reste tout de même dans l’expectative des nouvelles mesures qui seront prochainement annoncées par la Ministre de l’Outre-Mer dans le cadre de la stratégie de lutte contre l’épidémie de Covid-19 portée par le gouvernement, notamment s’agissant des mesures d’accompagnement du monde socio-économique déjà durement éprouvé par la crise.

• Mesures de renforcement du port de masque :
Considérant l’absence de prise de conscience généralisée sur cette question, le Comité scientifique territorial préconise une mesure d’obligation du port du masque dans l’espace public donnant lieu à des sanctions en cas d’infraction.

• Regroupement de personnes
Le Comité scientifique territorial :
- recommande l’arrêt strict de tout regroupement, notamment aux abords des commerces de proximité
- recommande le strict respect des mesures de distanciation sociale lors des actions de solidarité se matérialisant par la distribution de denrées alimentaires et de masques de protection.

• Phase de tests environnementaux :
Le Comité scientifique territorial informe la population du lancement prochain d’études environnementales, pilotées par le CNRS (Centre National de la Recherche Scientifique), au moyen de techniques innovantes spécifiques au territoire guyanais et dans le cadre de la convention quadripartite CTG/CNRS/ARS/CHAR. Il s’agirait notamment d’analyser les eaux usées, qui pourraient alors constituer un traceur de la circulations du virus sur le territoire.

This Monday, June 22, 2020, the Scientific Territorial Committee, set up by the Territorial authority of French Guiana (CTG), met around several major questions, relating to the health crisis linked to Covid-19.

At the end of this meeting, the committee is in a position to issue a certain number of recommendations to the health authorities, based on the assessment of the epidemiological situation in the territory and to draw up a progress report on the actions carried out. by CTG:

• Possibility of a reconfiguration:
- Considering the elements relating to the epidemiological situation of the territory;
- Considering the tension to be expected on the supply of resuscitation care in the coming days and weeks;
- Considering the risk of saturation of the health system, simultaneously tested by an epidemic of dengue and leptospirosis;
- Considering the objectives pursued by a reconfiguration, namely limiting the spread of the virus as much as possible, and thus flattening the contamination curve;

The territorial committee tends to position itself in favor of a reconfiguration of the population but remains nevertheless in the expectation of the new measures which will soon be announced by the Minister of Overseas within the framework of the strategy of fight against the epidemic of Covid-19 carried by the government, in particular with regard to the measures of accompaniment of the socio-economic world already hard hit by the crisis.

• Measures to strengthen the wearing of masks:
Considering the lack of widespread awareness on this issue, the Territorial Scientific Committee recommends a measure requiring the wearing of masks in public space giving rise to sanctions in the event of an offense.

• Grouping of people
The Territorial Scientific Committee:
- recommends that all regrouping be strictly stopped, especially near local shops
- recommends strict compliance with social distancing measures during solidarity actions materialized by the distribution of foodstuffs and protective masks.

• Environmental testing phase:
The Territorial Scientific Committee informs the population of the upcoming launch of environmental studies, piloted by the CNRS (National Center for Scientific Research), using innovative techniques specific to French Guiana and within the framework of the CTG/CNRS/ARS/CHAR. This would include analyzing the wastewater, which could then be a tracer of the circulation of the virus on the territory.
