Des convention signées entre l’ARS, le CHC, le CNRS et la CTG

L’Agence Régionale de Santé Guyane (ARS Guyane), le Centre Hospitalier de Cayenne Andrée Rosemon (CHC), le CNRS (Centre National de la Recherche Scientifique) et la Collectivité Territoriale de Guyane (CTG) entérineront une convention de partenariat, ce lundi 15 juin 2020, afin de piloter la montée en charge de la politique de tests Covid19 en Guyane.

La Guyane est entrée dans une phase épidémique qui a conduit :
• à une augmentation importante de cas positifs de Covid19 (passage de 51 cas fin mars à 1043 cas confirmés le 12 juin).
• à une circulation maintenant active du virus sur le territoire.

Dans un contexte de tensions mondiales, il apparait indispensable de lever un à un tous les obstacles pour renforcer la politique de test dans la lutte contre la contamination en Guyane (cf recommandations du comité d’experts territoriaux, comme du conseil scientifique national).

Or la production des analyses de ces tests ne permet pas d’atteindre l’objectif quotidien fixé à 500 tests / jour, limité par les capacités de ressources humaines du territoire.

C’est pourquoi, fin mai 2020, Rodolphe Alexandre, président de la CTG, a proposé à l’ensemble des partenaires de nouvelles solutions pour augmenter de façon très significative la production d’analyse des tests et les moyens pour les financer.

Ce partenariat fait l’objet d’une convention qui sera signée ce lundi 16 juin 2020 à 11h au Centre Hospitalier de Cayenne.

I. Premier objectif : doubler la capacité d’analyse du CHC
La CTG finance le projet suivant :
- Le CHC, porteur du projet, va acquérir :
• un robot de type automate dit pipeteur (Intégra) permettant d'automatiser la phase d'extraction du processus d'analyse et de réduire de 5 heures à seulement 30 minutes la durée de cette phase;
• un thermocycleur compatible (ROTOR GENE) avec les 2 extracteurs d'ARN (QIA SYMPHONY) permettant d'économiser le temps de recopiage des échantillons;
• 208 kits d'extraction représentant 10 000 tests
- Le CNRS met à disposition du CHC un chercheur en génétique moléculaire pour renforcer les effectifs de son laboratoire de biologie médicale.
- L'ARS accompagne le CHC pour garantir sa trésorerie dans l'attente de la mobilisation des fonds européens.

II.Second objectif (partenariat CTG / CNRS) : accompagner le laboratoire du CNRS dans deux axes en lien avec l’ARS
• Stratégie de prélèvements environnementaux, permettant de réaliser quotidiennement une cartographie Covid pré-symptomatique
• Etre prêt à répondre à une montée en puissance prévisible de la politique de test en Guyane au regard de la cinétique de l'épidémie

Par ailleurs les partenaires s’engagent à poursuivre le développement en solutions permettant de renforcer la capacité de prélèvement et la capacité d’analyse des tests Covid.

The French Guiana Regional Health Agency (ARS French Guiana), the Cayenne Andrée Rosemon Hospital Center (CHC), the CNRS (National Center for Scientific Research) and the French Guiana Territorial Collectivity (CTG) will ratify a partnership agreement, this Monday, June 15, 2020, to manage the ramp-up of the Covid19 testing policy in French Guiana.

French Guiana has entered an epidemic phase which has led to:
• a significant increase in positive Covid19 cases (from 51 cases at the end of March to 1043 cases confirmed on June 12).
• now active circulation of the virus on the territory.

In a context of global tensions, it seems essential to remove one by one all the obstacles to strengthen the testing policy in the fight against contamination in French Guiana (see recommendations of the committee of territorial experts, as of the national scientific council).

However, the production of analyzes of these tests does not achieve the daily target set at 500 tests / day, limited by the human resource capacity of the territory.

This is why, at the end of May 2020, Rodolphe Alexandre, president of the CTG, proposed to all the partners new solutions to significantly increase the production of test analysis and the means to finance them.

This partnership is the subject of an agreement which will be signed this Monday, June 16, 2020 at 11 a.m. at the Cayenne Hospital Center.

I. First objective: double the analysis capacity of CHC
The CTG is funding the following project:
- The CHC, project leader, will acquire:
• a robot type robot called pipettor (Intégra) allowing to automate the extraction phase of the analysis process and to reduce the duration of this phase from 5 hours to only 30 minutes;
• a thermocycler compatible (ROTOR GENE) with the 2 RNA extractors (QIA SYMPHONY) allowing to save the time of copying of the samples;
• 208 extraction kits representing 10,000 tests
- The CNRS makes available to the CHC a researcher in molecular genetics to strengthen the staff of its medical biology laboratory.
- ARS supports the CHC to guarantee its cash flow while awaiting the mobilization of European funds.

II.Second objective (CTG / CNRS partnership): support the CNRS laboratory in two areas linked to the ARS
• Environmental sampling strategy, enabling daily pre-symptomatic Covid mapping
• Be ready to respond to a foreseeable increase in testing policy in French Guiana with regard to the kinetics of the epidemic

In addition, the partners are committed to continuing the development of solutions to strengthen the sampling capacity and the analysis capacity of Covid tests.
