Soutien de l’État aux plus fragiles en Guyane

Le respect des mesures de confinement et les restrictions à la circulation des personnes, indispensables pour empêcher la diffusion du virus, compliquent l’accès aux moyens de subsistance des populations les plus fragilisées.

Or, les personnes les plus fragiles doivent faire l’objet d’un intérêt particulier afin de garantir leurs besoins les plus fondamentaux.

Le Gouvernement va mettre en place un financement exceptionnel pour l'aide alimentaire en Guyane d'un montant de 1,2M€, de manière complémentaire aux chèques services déjà attribués pour les populations les plus fragiles du département.

L'action de l'Etat en Guyane en matière d'aide alimentaire repose sur deux piliers : la plateforme alimentaire de la Croix Rouge française et la distribution de chèques services / bons alimentaires.

La plateforme alimentaire de la Croix Rouge Française

Plus de 17 tonnes d’aide alimentaire ont été distribuées depuis le début du confinement grâce à la plateforme alimentaire, soit une hausse de 40% par rapport à la même période l'année dernière. Cette plateforme est gérée par la Croix Rouge française et financée à plus de 80% par l'Etat (à hauteur de 590 000€ en Guyane en 2019). Cette plateforme fournit les
colis d'aide alimentaire aux CCAS et aux associations, qui les distribuent ensuite aux bénéficiaires.

L’État va augmenter très fortement le financement de cette plateforme afin d’intensifier la distribution d'aide alimentaire pendant la période de confinement et tout au long de l'année 2020.

La distribution de chèques services / bons alimentaires

Le Gouvernement a mis en place un dispositif spécial d'aide alimentaire d'urgence pour les plus précaires, les chèques services qui permettent l’achat en magasin de produits d’alimentation et d’hygiène.

Ces chèques services seront distribués aux plus précaires, qui vivent à la rue, dans les habitats informels et en hébergement d'urgencepar l'intermédiaire d'associations (notamment la Croix Rouge française et et le Samu social).

Plus de 60 000 chèques services seront distribués en Guyane dans les 15 prochains jours.

Selon les besoins, la distribution de ces chèques services pourra être encore amplifiée.

Coordination territoriale

La coordination d’ensemble est assurée au niveau institutionnel par une cellule de continuité sociale coprésidée par la Préfecture et la CTG. Des groupes de travail techniques se réunissent régulièrement pour assurer la coordination opérationnelle sur l’eau dans les habitats informels, l’aide alimentaire, la santé des publics les plus précaires et l’accompagnement administratif et financier des associations et entreprises de l’ESS.

Opération d’aide alimentaire sur Saint-Laurent du Maroni

La sous-préfecture de Saint-Laurent du Maroni a coordonné une distribution d'aide alimentaire de grande ampleur sur Saint-Laurent-du-Maroni, qui commencera vendredi 17 avril.

Les services de l’Etat en Guyane, la CTG, la ville de Saint-Laurent du Maroni, les Forces armées de Guyane, les CCAS, la Croix-Rouge, Lions Club Ouest Guyane et les associations. Mama Mobi et AKATIJ sont partenaires dans cette opération.

Pendant celle-ci, 2500 colis ou tickets services seront distribués et permettront de couvrir environ 10 000 personnes.

Compliance with containment measures and restrictions on the movement of people, which are essential to prevent the spread of the virus, complicate access to the livelihoods of the most vulnerable populations.

However, the most fragile people must be the subject of a special interest in order to guarantee their most basic needs.

The Government will set up exceptional funding for food aid in French Guiana in the amount of € 1.2 million, in addition to the service vouchers already allocated for the most vulnerable populations in the department.

State action in French Guiana in the area of food aid is based on two pillars: the food platform of the French Red Cross and the distribution of service vouchers / food vouchers.

The food platform of the French Red Cross

More than 17 tonnes of food aid has been distributed since the start of containment through the food platform, up 40% from the same period last year. This platform is managed by the French Red Cross and more than 80% funded by the State (up to € 590,000 in French Guiana in 2019). This platform provides the
food aid packages to CCASs and associations, which then distribute them to beneficiaries.

The state will greatly increase funding for this platform in order to intensify the distribution of food aid during the confinement period and throughout 2020.

Distribution of service vouchers / food vouchers

The government has set up a special emergency food aid system for the most precarious, service vouchers, which allow food and hygiene products to be purchased in stores.

These service vouchers will be distributed to the most precarious, who live on the streets, in informal settlements and in emergency accommodation through associations (notably the French Red Cross and and the Samu social).

More than 60,000 service vouchers will be distributed in French Guiana over the next 15 days.

Depending on needs, the distribution of these service vouchers can be further amplified.

Territorial coordination

Overall coordination is ensured at the institutional level by a social continuity unit co-chaired by the Prefecture and the CTG. Technical working groups meet regularly to ensure operational coordination on water in informal settlements, food aid, the health of the most vulnerable populations and administrative and financial support for associations and companies of the SSE.

Food aid operation on Saint-Laurent du Maroni

The Saint-Laurent du Maroni sub-prefecture has coordinated a large-scale food aid distribution in Saint-Laurent-du-Maroni, which will begin on Friday, April 17.

State services in Guyana, CTG, the city of Saint-Laurent du Maroni, the Armed Forces of French Guiana, CCAS, the Red Cross, Lions Club Ouest Guyane and associations. Mama Mobi and AKATIJ are partners in this operation.

During this, 2,500 parcels or service tickets will be distributed and will cover around 10,000 people.
