La CACL participe au fonds d’urgence économique des Territoires de Guyane

Marie-Laure PHINERA-HORTH, Présidente de la CACL se réjouit de la participation de la CACL au fonds d'urgence économique des territoires de Guyane pour soutenir les TPE et PME de Guyane dans ce contexte de confinement pour lutter contre le COVID-19.

1,5 M€ de la CACL viendront abonder ce fonds de 8,5 M€ constitué par la Collectivité territoriale de Guyane (CTG) et les 3 autres EPCI (CCDS, CCOG et CCEG).

Au titre de sa compétence de développement économique, la Présidente de la CACL souhaite la participation de l'établissement au dispositif de soutien économique urgent aux TPE et PME des territoires de Guyane dans le contexte d'état d'urgence sanitaire COVID-19.

La CACL prévoit d'abonder ce fonds à hauteur de 1,5 M€ sur 8,5 M€ réuni par les collectivités locales de Guyane soit 18% de participation de l'Agglo.

Ce fonds qui se constitue à l'initiative de la CTG associe les 4 EPCI, les chambres consulaires et les organisations économiques (MEDEF, CGPME, etc.).

Le dispositif retenu consiste à offrir des opportunités d'un prêt territorial aux entreprises éligibles au dit dispositif.

Les objectifs affichés sont de renforcer les mesures économiques de l'État, en permettant d'accroitre les fonds propres des entreprises et de maintenir l'emploi de leurs salariés.

La formule de prêt territorial retenue a les caractéristiques suivantes :
• Prêt à taux 0%;
• Minimum de 2500€ et maximum de 50 000€;
• Durée proposée du remboursement à 7 ans (maximum), dont 24 mois de différé d'amortissement en capital, soit 5 ans de remboursement du prêt maximum avec une possibilité de remboursement par anticipation;
• Aucune garantie demandée sur les actifs de l'entreprise, ni sur le patrimoine du dirigeant.

La CACL fera la publicité de ce dispositif et instruira les demandes de prêts des porteurs situés sur l'agglomération du Centre Littoral en vue d'attribuer les premières aides dès les 14 avril 2020.

La présidente de la CACL se félicite de la solidarité entre les territoires et la coopération des institutions locales qui se manifestent en faveur des très petites et moyennes entreprises de Guyane.

The CACL plans to add this fund to the tune of € 1.5 million out of € 8.5 million raised by the local authorities of French Guiana, ie 18% of Agglo's participation.
This fund, which is set up on the initiative of the CTG, brings together the 4 EPCIs, the consular chambers and economic organizations (MEDEF, CGPME, etc.).

The system chosen consists of offering opportunities for a territorial loan to companies eligible for the said system.

The stated objectives are to strengthen the economic measures of the State, by making it possible to increase the equity of companies and to maintain the employment of their employees.

The territorial loan formula selected has the following characteristics:
• 0% loan
• Minimum of € 2,500 and maximum of € 50,000
• Proposed duration of repayment at 7 years (maximum), including 24 months of deferred capital amortization, or 5 years of maximum loan repayment with the possibility of early repayment
• No guarantee requested on the company's assets, nor on the manager's assets.

The CACL will publicize this system and will examine loan requests from the porters located in the agglomeration of the Center Littoral with a view to allocating the first aid from April 14, 2020.

The President of the CACL welcomes the solidarity between the territories and the cooperation of local institutions which are showing up in favor of very small and medium-sized enterprises in French Guiana.
