Création d'une plateforme Sida Info Service en Guyane

Paris, le 24 janvier 2020 – Annick Girardin, ministre des outre-mer, et Gérard Desborde, président de SIS Association Sida Info Service (SIS), annoncent la signature ce jour d’une convention entre le ministère des outre-mer et l'association. D’un montant de 150 000 euros répartis sur 3 ans, cette convention a pour objet la création d’une plateforme téléphonique et numérique en Guyane, qui sera opérationnelle au 2e semestre 2020.

Un objectif commun : Lutter contre le fléau du VIH en outre-mer

La création de cette plateforme répond à un objectif commun au ministère des outre-mer et de SIS de lutter toujours plus efficacement contre le fléau du VIH qui touche particulièrement les outre-mer, en réduisant les inégalités d’accès à l’information et à la prévention en matière de santé sexuelle et plus particulièrement, sur le VIH et les infections sexuellement transmissibles.

Cette plateforme, ouverte 7 jours sur 7, permettra de prendre le relai de la plateforme nationale et de faire bénéficier aux ultramarins, sur une plage horaire plus étendue de 8h à 23h (heure de Guyane), d’un accès aux services téléphoniques et numériques de SIS.

Une coordination étroite entre les différents partenaires de cette convention

SIS Association, en lien avec le ministère des outre-mer, travaillera en étroite coordination avec les partenaires locaux et le tissu associatif des territoires afin de proposer des services adaptés pour répondre au mieux aux besoins des habitants.

À l’occasion de la signature de cette convention, Annick Girardin s’est rendue ce jour au centre d’écoute SIS de Montreuil afin d’échanger avec les écoutants d’Ile-de-France qui sont chargés d’accompagner les ultramarins qui font appel à leurs services.

« À l’heure où l’État renforce les politiques publiques de prévention contre le VIH, la création de cette plateforme est indispensable », déclare Annick Girardin. « Les taux de séropositivité en outre-mer sont alarmants : la Guyane est encore le département où le taux est le plus élevé de France, il continue de grimper en Guadeloupe. Je m’étais engagée, le 1er décembre dernier, à l’occasion de la journée internationale de lutte contre le VIH, à signer cette convention pour adapter les outils de Sida Info Service aux réalités ultramarines. L’accomplissement de cet engagement, c’est la traduction concrète
de l’objectif Zéro exclusion de la Trajectoire outre-mer 5.0. Je remercie SIS et les associations locales pour leur engagement dans la lutte contre ce fléau. »

Gérard Desborde, président de SIS Association rappelle l’action historique de Sida Info Service dans la relation d’aide à distance : « Notre domaine d’action c’est la lutte contre le VIH, les IST et les hépatites, la prévention, la santé sexuelle et la lutte contre l'homophobie et la transphobie. Pour cela, nous mettons en œuvre un dispositif complet de relation d’aide à distance en santé conjuguant téléphone, sites internet et communications numériques de façon à assurer une couverture large des problématiques de santé.

Nous réalisons plus de 138 000 entretiens par an tous médias confondus. Mais si notre action couvre par principe tout le territoire national, en 2019, nous n’avons répondu qu’à seulement 800 sollicitations provenant des collectivités d’outre-mer. C’est trop peu au regard des prévalences citées dans ses territoires et des besoins des populations. Il était indispensable de corriger l’inaccessibilité à nos services et nous remercions le ministère et Santé Publique France d’être à nos côtés dans la réalisation de ce projet ».

Paris, January 24, 2020 - Annick Girardin, Minister of Overseas Territories, and Gérard Desborde, President of SIS Association Sida Info Service (SIS), announce the signing today of an agreement between the overseas department and the association. Worth € 150,000 over 3 years, the purpose of this agreement is to create a telephone and digital platform in French Guiana, which will be operational in the second half of 2020.

A common objective: Fight against the scourge of HIV overseas

The creation of this platform responds to a common objective between the French Ministry of Overseas and SIS to fight ever more effectively against the scourge of HIV which particularly affects overseas, by reducing inequalities in access to information and prevention in matters of sexual health and more particularly, on HIV and sexually transmitted infections.

This platform, open 7 days a week, will take over from the national platform and allow ultramarines to benefit, over a longer time slot from 8h to 23h (French Guiana time), of access to telephone services and digital of SIS.

Close coordination between the various partners of this agreement

The SIS Association, in conjunction with the overseas ministry, will work in close coordination with local partners and the associative fabric of the territories in order to offer adapted services to best meet the needs of the inhabitants.

On the occasion of the signing of this agreement, Annick Girardin went today to the SIS listening center in Montreuil in order to discuss with listeners from Ile-de-France who are responsible for accompanying the ultramarins who use their services.

"At a time when the state is strengthening public policies to prevent HIV, the creation of this platform is essential," said Annick Girardin. "The rates of seropositivity in overseas are alarming: French Guiana is still the department where the rate is the highest in France, it continues to climb in Guadeloupe. I committed myself, last December 1, on the occasion of the international day for the fight against HIV, to sign this agreement to adapt the tools of Sida Info Service to overseas realities. The fulfillment of this commitment is the concrete translation of the Zero Exclusion from Overseas Trajectory 5.0 objective. I thank SIS and the local associations for their commitment in the fight against this scourge. "

Gérard Desborde, President of SIS Association recalls the historic action of Sida Info Service in the distance assistance relationship: "Our field of action is the fight against HIV, STIs and hepatitis, prevention, sexual health and the fight against homophobia and transphobia. To do this, we are implementing a comprehensive distance health assistance relationship system combining telephone, websites and digital communications in order to ensure broad coverage of health issues.

We carry out more than 138,000 interviews per year across all media. But if our action covers in principle the entire national territory, in 2019, we only responded to 800 requests from overseas communities. This is too little in view of the prevalence cited in its territories and the needs of the populations. It was essential to correct the inaccessibility to our services and we thank the French Ministry and Public Health for being with us in carrying out this project. "
